FFXIII’s combat system is an evolution of the ATB. The story is retarded but the combat is considered one of the best in the franchise.

If you are 100% committed to playing both, play Replicant then Automata. However Replicant has some shenanigans involved to actually finish the game whereas Automata takes that idea and improves on it immensely. Basically you gotta stomach a questionable narrative structure choice if you're going to play Replicant. If you're still unsure just skip to Automata, you will miss out on some payoffs but Automata totally works as a standalone game.
