Modern action game devs only know how to make open world games or third person shooters, but Superman doesn't work in either. Dude can fly freely so obstacles are meaningless to him. You can't make a game like Spider-Man or Bamham because normal encounters are meaningless as Superman can't be harmed by normal thugs.
The reason there are no good Superman games is because no AAA dev knows how to make a good Superman game. They only know how to make Call of Duty, Gears of War, Mass Effect and Grand Theft Auto. Nearly every major AAA game made in the past twenty years fits in of those four categories.
