I have a full deck with a bunch of staples and still have more than 6k gems. I'd have even more but I wasted some 10pack pulls on the subterror box and didn't even actually build the deck.
Dismantling URs and SRs from archetypes you don't need also helps a lot.

I made it to Plat V using Frogs/Marincess that has zero UR besides Toadally Awesome and the usual UR staples spells and handtraps on one account. Clearing out Solo mode hands out a bunch of gems too.
If you are really unlucky you can probably only make one decent deck without spending money. It fucking sucks but you need three Ass blossoms, three Maxx C(ucks), three space anal rock, and three old man shouting no.

There are some Drytron decks that actually play Draconids and this faggot, probably in preparation for the fairy engine to get shit on. It's still not fun to go against. Doesn't matter if they don't have a handful of negates with Ultimateness if you don't get a main phase anyways.
