No. They replace Brock with Tracey because of Brock's skin color being perceived negatively by the West.

IT wasn't even that, Creators THOUGHT that westerners would have a problem with Brock's skin but then it turned out no one had a problem with Brock in the first place and hated Tracey (which is why brock came back)
