There's something about this species. Normally, it's grouped with Trubbish & Grimer lines. However, those two are clearly artificial accidents, whether it be direct Pokedex statements or implications.
There's nothing to imply that Koffing & Weezing are an artificial species. In fact, in a lot of games, they're native to volcanoes (RSE Fiery Path, DPPt Stark Mountain) or at least near it (Cinnabar Island, known for being destroyed by a volcano). What I'm implying here is that they were a natural species that lived in volcanoes and were only drawn out by pollution, and unlike Grimer & Muk who are dying out due to pollution being cleaned, Koffing & Weezing can just return to volcanoes and eat all the volcano things.
Obviously their Galarian counterparts are far removed from the whole volcano thing, seeing how they've developed a typing that's not very effective against Fire, which might be a sign that that population has lived far from volcanoes for far too long.
Any depiction of Koffing/Weezing past Pokemon Red and Blue is not canon. They are pollution, simple as.

They already exist in the form of Galarian Weezing at the time of PLA, whereas Voltorb is a Grass type. Unless Galarian is somehow the original, it fair to say they existed before humans could cause them to come about.

I think the idea that they just exist around large amounts of carbon dioxide makes sense. They still exist prior to the Industrial Revolution but only in volcanoes, whereas after they exist all over due to human activity.
And since Legends probably takes place in the mid to late 1800s, Galarian Weezing existing still makes sense

They're in cinnabar island because the volcanic ash is toxic/bad for lungs. They're based on feeding on toxicity and are a literal tumor ball, in nature the closest to that is natural toxic gasses. In Galar they simply evolve to transform that toxicity into clean air that they spew out, although the fairy type is there just for flavor and doesn't really make sense
