Work on your reading comprehension. If umbreon represents the definitive dark type the only other pokemon that would fit the type is darkrai and possibly sableye.

Sneasel would actually be my first choice but even then it doesn't exactly have the immediacy like Clefable for fairy or Magmortar for fire. I don't want to have to rely on Darkrai, a legendary, for a type rep but man it's limited for Dark types as it is.

I just picked the first unevolved pokémon from each type, giving preference to the generation where the type was introduced.
Jynx and Lapras are the only unevolved Ice types introduced in Kanto and Jynx comes first.

The definitive water type is Lapras.
Electric is Pikachu.
The rest are less certain.
