What he means is that one dollar can now purchase fewer goods than it used to be able too. For example, last year $1 = 12 eggs at the local grocery store, now $1 = 3 eggs. (Well, technically $4 for a 12 pack). The dollar has lost value against most other consumer goods as well, though not quite as bad as the eggs.
