Why are blissey and hoopa allowed to break the game and mr. mime not allowed to do barely any supporting at all?

Hoopa's very concept is OP amd you'd have to break the character to make it not good but the Blissey situation is weird, like Blissey gets to heal a shit ton and has a powerful ult at level 8 while Goss stays nerfed and Mime doesn't get the pitiful healing on guard swap until it upgrades.

should i get into this game? only really have interest in pokemon games for the pokemons and ive never played a MOBA game, from what ive seen it looks pretty fun
If you havent played a moba game before it's not a problem, it's extremely shallow and has no depth, but it's also tedious and filled with shitters, your call user
