As it turns out, Professor Oak only ruled over one part of the universe. There are three others and this Oak is the one that oversees all four of them. Above him is the Supreme Oak, who works alongside the Oak of Destruction to rule over one of the 12 (formerly 18) Pokemon Universes.

He's even weirder because, if I remember correctly, shortly after you meet him he's like "Heres this little mascot character, if you have any question, he'll answer them!", then G. Oak sort of fucks off forever. Whats the point of Grand Oak if they are just going to bring in some little mascot thing?
