On one hand, it doesn't feel like PM Ash deserves to win this tournament. On the other, they have absolutely built up the expectation that Ash WILL win it, so if they make Leon lose it will also be a bad writing choice for them.
So we're getting either the most underwhelming victory in the anime or yet another anticlimatic loss.

Is it true that these recaps and shitty episodes are happening because of covid outbreaks at OLM? I thought the series was produced months in advance, are we just now seeing the impacts of an outbreak that happened a few months ago?

Most likely it's due to production problems due to writing the early SV eps an animating everything.
Clip shows, multiple breaks, etc. would not be happening otherwise. It's very unusual since no other series in its last year seemed to have these problems.

Ironically, because They moved away from Kanto. Movie 20 and 22 did really well because Gen 1 nostalgia is still a thing. Movie 21 was Gen 2 shilling, but Johto doesn't have the pull Kanto does. Movie 23 focused on Poke Tarizan and some throwaway gen 8 mythical Pokemon.

There's a lot of kids/teens on twitter who have no idea how anime production works, so they're sitting here butt-hurt about clip shows or whatever not realizing they're intended to be breaks for the animators/writers.
