Every Pokemon has by this logic. I think it's safe to assume that game mechanics aren't indicative of anything. Also, PLA states that any Arceus you catch is just an avatar and not the whole thing.
Typically I don't care, but this has been a consistent pattern I've observed in YouTube comments, and wanted to see if anyone else has noticed it. Go to any AMV or semi-obscure video and you'll find these all over them.

Retard, the game opens up with the Divine Arceus speaking directly to the player, the entire goal of the game was to prove yourself worthy as the ancient hero had once before and face Arceus in a test of strength. Arceus set a challenge for the player and wasn't a sore loser when it got defeated like retards here crying over being able to catch God like you could God-like pokémon.
