My headcanon is that Porygon, as well as any other attempt to create artificial Pokemon, was made illegal shortly after its creation.

Playing God and creating artificial mons has almost always ended in disaster, there's almost certainly some kind of regulation preventing it from happening regularly on top of the insane wealth barrier to doing it.

The only modern artificial mon that doesn't get fucked up somehow is Castform, so either it's the perfect artificial lifeform, or it's just too weak to be considered a menace.

Porygon is one of those pokemon with so much potential but Game Freak is too stupid to see it. There should be tons of Porygon and Porygn2 evolutions because dudes keep fucking around trying to create perfect artificial pokemon. Why aren't evil teams trying to develop Legendary strength Porygon's instead of hunting down actual Legendaries that they can't even be sure really exist?
