TR wasn't trying to eat then, they were cutting them off and selling them at inflated prices. I'm pretty sure theres a line in a more recent game that says that the slowpoke tails normally used in cooking fall off naturally, although I may be misremembering.
That said, isn't TPC super uptight about pokemon being depicted as food? It's weird they're still giving the okay on slowpoke tails.
Moon entry outright says they're used in meals. Previous ones just said it had good flavor.

I mean, bones are a gray area thanks to pokemon like Cubone and what not, plus you dig up fossils in a number of games (although those are probably a wee bit older than the ones you'd cook with).
Slowpoke tails fall of naturally in the wild. Team Rocket cut them of for profit potentially harming the slowpokes.

Also that thing about not depicting pokémon as food is just for licensees. It doesn't apply to Gamefreak.

Idk as an adult i assume team rocket where just haphazardly cutting the tails off slowpokes and not caring if they bleed to death. Theres probably slowpoke farms where the slowpokes have their tails lopped off proffesionally or they fall off and are taken care of. Even if team rocket where bring careful with cutting their tails off and it really wouldnt harm them in any meaningful way, you still dont want a bunch of shady thugs ripping the tails off of your local wildlife and making them look ugly

A lot of lizards can voluntarily amputate their own tails as a defense mechanism and reptile keepers consider this a bad thing because it means they have to be extra-careful not to overstress the lizard or it will drop the tail without warning.
The tails grow back, but the new ones are never quite as good as the originals because they have cartilage instead of bone.
So just because an animal CAN drop its tail without being permanently crippled doesn't mean it's desirable.
