Mixed attackers are often good, but they rarely run good mixed sets.
It's more like they have the choice to either be physical or special.
Mixed attackers who do run mixed sets often do it more out of desperation. If Dragapult had a decent physical Ghost move, I don't think it'd ever go mixed, for example.

Tyranitar has been often run as a special attacker in VGC because of the coverage and intimidate
In gen8 it's purely used as a physical though

Good at mixed attacking, which is what you said, is not the same as a mixed attacker that is actually good, which is what OP asked. So no, saying Nidoking is commonly used as a special attacker isn't relevant, because we're not talking about whos good at mixed attacks. He's a mixed attacker that is good
