It's simple. Greninja overshadowed CHARIZARD. So we need LEON and ALAIN in the anime.

Cause then you’d run into the Dragon Ball problem where Ash would be OP’d as hell and he’d have to start fighting people who are on champion levels or have legendary Pokémon with them. It’s the reason why he constantly resets his team every region.
