Anyone can make a proof of concept that runs in a perfectly controlled vacuum but that doesn't matter to you because all you care about is aesthetics, chasing your headcanon and general spite. If the current state of the franchise pains you so much, there's greener pastures to be found but you want to act like a passive aggressive spouse because that's easier.
A fangame pokemon game like this shouldn't present any "teasers" nor have a "community" working on it. It should be done in secret with a pre-defined team and the source code should be released all at once along with the game. That way GF/Nintendo won't be able to do anything against it.
If you tease and recruit people to work on it, not only the developing time extends but also you will probably be fucked by lawyers.

Because they were never really good game devs to begin with. They caught lightning in a bottle a bottle with Pokemania and just ran out of ideas after BW2. The forced jump to 3D meant less care could be taken for each individual model as 3D rigging for assets and animations take far, far more time to look good than spritework. The company just fell apart because they didn't need to maintain any kind of a high standard to keep being the most profitable franchise on earth.
