I'm not sure how that works in Burgerland. I mean, even a blockchain-based project like BTC doesn't need a money license. You just send it from one person to another on forums like bitcointalk and elsewhere.

It already has miners why not just have them store newly created unused hashes then once someone wants to use it just have all the miners confirm it is in their database and if the majority agrees it was legit let a new hash get created on the receivers side?

I don't think the server is a money transmitter. The server doesn't receive or transmit value to another location or person.

The server confirms whether a hash is legit or not. Since it's centralized it'd be easy for the owner to add their own hashes to prove their fake ones are legit

It doesn't need an audit, it shouldn't exist. Let the miners worry about the legitimacy of the hashes

This feels like a step backwards. What if the centralized server is taken down. I mean it is a privacy project and a potential target. Unlike a blockchain, Webcash could easily be shut down.

I mean, it's interesting. Isn't GNU Taler similar? The only reason I know about that project is because Richard Stallman supported it.
