That was a tomboy at that time for Japan, in fact today for a woman to express herself directly on any subject or to have certain preferences such as eating meat is considered too masculine. As an example you have Kaori from City Hunter, she is a pretty girl with feminine interests, but for the Japanese audience her behavior is too masculine, japan feminine ideal is based on obedience and submission to her male counterpart. In the case of Misty, I believe that she is a derivative of the creation of Asuka from Evangelion, a highly popular character during that time, this character popularized the concept of the tsundere around the world.

Anime version was usually entertaining if grating at times, much like mentions with Kaori. Obviously why we're still talking about her. Great second boss, Starmie being very strong for that point in the game and generally buffed in some small way with each subsequent Kanto game. Gen 2 version surprisingly cute.
