As someone who replayed gen 2 for the first time since GBC release earlier this year.
Gen 2 is a huge step up from Gen 1, BUT it's is really wonky on the levels once you get to Kanto. All they had to do was make wild pokemon around the Kanto level 35+, that should be the lowest level you find in Kanto.
Gen 2 is the gen that ensured Pokemon would be a forever franchise, but I would not say it's the best game.
