Every state not touching the coast besides Colorado is immediately out of the question
What do you want to do, though? That's going to have a hell of a lot more to do with what state to move to. Even "high COL" places like CA and NY have areas that would be livable on 60k and cool depending on what you're into.
Plus at 60k you aren't getting hammered with highest marginal tax rates even in CA.
Although specific areas of certain states are strictly suboptimal compared to nearby counterparts

I always wonder if people who post this picture have ever seen a place like this. It isn't some dystopian hellhole that stretches on for miles, it's a small square along a massive interstate surrounded by hundreds of thousands of acres of forest and mountains. These are modern day taverns along a very, very long road.
At 60k in CA the effective state tax rate is only 3.7%
Financially speaking, California makes most sense if you are in tech/hollywood, on welfare, or living in an inherited house.
Tradies and small landlords do much better in flyovers. Finance jobs are best in NYC, etc etc
If youre already well off and looking for a place to settle down, one of the rural red states. If you dont already have money and need to make it, youre gonna have to live in or adjacent to a nig infested city
