A decent chunk of them are UUBL, and some have been outright removed (Manaphy, Hoopa-U)

You can use 2 restricted Pokemon per team now. Also, some legendaries aren't restricted at all, like the genies and Regieleki. You can have a team consisting of Landorus-T, Tornadus, Thundurus, Kyogre, Zacian-C and Incineroar

It has a case for best ability in the game, but Sheer Force is an obscene power-up for any mon with offensive stats over 70.
See it made wonders for Nidoking

The best ability, hands down, is Wonder Guard. Everything else is competing for 2nd place arguably. Moody, Prankster, Huge Power, Adaptability, Drizzle, Drought, Regenerator, Magic Guard, and Magic Bounce all have a claim that #2 spot. Intimidate is good, but not even top 10

Don't forget No Guard. We're just insanely lucky that Game Freak hasn't given us Fissure on Machamp. It'd be an absurdly busted combination. Were I to design the most overpowered legendary possible, it'd be a Ghost/Dark type with No Guard, 180+ base speed, and Sheer Cold

i'd say it's impossible to come up with a top 10 in general, as there's simply too many absurdly broken abilities that are only held back by being shitmon-exclusive.
imposter, shadow tag/arena trap, fur coat, innards out, water bubble, etc.
