Japan's population is shockingly elderly, of course they don't want tourists because muh covid could kill me. They do lose an awful lot of money on it because duh tourism is one of the most profitable things they have.

Nobody wants to deal with foreign people here and the only saving grace about the pandemic is that haven't had to for the past couple years.

I went in 2019. At the time I thought I was really smart for going in 2019 because I figured going in 2020 would have been terrible because of the Olympics, little did I know that I went just in time for a completely different reason. Back then, a lot of westerners would come to Japan for tourism because Europe at the time was really unsafe due to all the refugees, but they'd come just to be there and not really appreciate the culture, there were a lot of Instagram thots basically just taking pictures of their ass because the background looked nice and foreign instead of enjoying what was around them. I've seen the infamous Chinese tour bus coming around a few times as well, and from what I've heard they tend to cause a lot of litter wherever they go, which the Japanese obviously don't like given how clean their country is (on a given day there I will find maybe one cigarette butt on the sidewalk if any, compared to how much crap is on the floor here in the states). I think the whole Logan Paul thing was also still fresh in everyone's minds at the time, so with all that put together you can assume that people in Japan had very heavy tourist fatigue. I absolutely think they're dragging their feet with properly opening their borders back up on purpose, especially with the current North Korea-style strict guided tours that don't let you touch anything. This is a country that still uses fax machines in certain places because they like doing what's most comfortable for their people instead of what's smart or more profitable, so of course they'd make tourism very restricted to appease the locals that are sick of tourists fucking up the place.
People often ask me if they still use flip phones there. I didn't see a single flip phone (everyone was on iPhones), but there were many phone booths everywhere, which was amusing.
