Why didn’t they rebalance the game to have an actual level curve, give the JOHTO leaders actual Johto mons, fix the Pokémon distribution and so on instead of adding a stupid mini game area instead?

I mean I don't think they need to be mutually exclusive things, I think the implementation of the Johto Safari Zone was pretty unique and felt like a good way to evolve the concept of the Safari Zone even if the final result still needed more refining (mainly with that shit about item placement and waiting).

As for the level curve, yeah I mean they did some patchwork like lowering Whitney's level, raising Falkner's, Bugsy's and Pryce's as well as Clair's fsr but I think the curve would've benefitted from more trainers and battles simply put, there really isn't enough trainers in the region, some more optional side areas as well as bulking up some of the pre-existing locations like Union Cave, National Park, Burned Tower, Glittering Lighthouse as well as giving some existing locations trainers that didn't have them in GS like Ilex Forest, Ruins of Alph, Moo Moo Farm and Ice Path.

I think the overall curve though of getting up to ~Lv40 by the 8th Gym Leader would work fine, it'd give the player more time with the middle form of their starter and give emphasis to just how powerful a Pokemon that evolves via methods other than levelling can be by having trainers with Stone, Trade and Happiness Evolutions be more common.

Except even back then, fans were upset about about Gen2 Feeling too similar to Gen1 due to all the gen1 Pokemon. Shit like muh level curve and muh climax are meme complaint that only showed up much later and have been blown out of proportion by fake-fans in recent years to make new games look better. But fans who played GSC back in the day felt that the Gen2 Pokémon deserved to be represented more on teams and in wild encounters.

this is bullshit. Everyone knew the levels were off playing it and no "2 regions" bullshit excuse made up for that. That Rocket shit is not even fun

The only only issue with the levels is that the wild mons don’t give a lot of exp, making you underleveled at certain points, but badge boosts and Stat Exp mostly make up for it. And even if that’s isn’t enough at worst you’d need to grind for half an hour to catch up. (And makes adding new Pokémon take longer due to needing time to catch up) Its still a problem but it’s hardly the game breaking flaw people love to pretend that it is. I guarantee that If Pyrce’s team were 4 levels higher, normies wouldn’t even realize Johto’s levels were off (despite the leader levels having nothing to do with the actual problem)

The vast majority of nonboss NPCs in all Pokémon are OHKO jokes. That’s not a gen2 problem that’s a Pokémon. As for story, Teak Rocket was the only frame of reference at the time so “team Rocket grunts fumbling around in a pathetic attempt to please Giovanni” was unironically considered good at the time (many fans may have assumed it was intentional to be similar to Jessie and Hamws in the anime)

The anime did a simple thing and gave him a hoothoot.
