Having a resist to ground and water, along with complete immunity to powder moves, makes up for those weaknesses

Number of weaknesses matters less than what those weaknesses are.
Weakness to ice, fire, and flying are the only really significant ones.
While water and ground are really good resistances to have, as well as really good types to hit super effectively.

That's good but not as good as it looks on paper considering how prevalent flying and levitating mons are.
Even if all the above didn't have caveeats, it wouldn't justify that it is the type with the most types resisting it and also the type with the most weaknesses.

Grass was a defensive powerhouse in the first games because resisting electric, water, and ground covered about half of the strongest moves in the game; while its weaknesses to poison, flying, and bug could pretty much just be ignored due to how bad those types were.

There was only one grass type in gen 1 OU and it was exeggcute. Grass is weak to blizzard which was the best move in gen 1 and water moves were very rare.
