Because of the way overworld encounters worked, you had extra chances of it so they needed to balance it by making it even smaller
But I realize that Dreepy needs to be encountered through battle anyway, so I don't know

offset the fact that overworld encounters means that you are constantly rolling for new pokemon, its the same reason shiny pokemon are so common in legends.

Neither Dreepy nor its evolutions appear on the field in the vanilla Wild Area though.
You need to either get lucky with the right weather or find the right Max Raid.
They wanted to make sure something would be rare, I think. Overworld encounters kind of fuck with that.
But I'm pretty sure I got one from Wondertrade early on because I have no memory of hunting for one to complete my dex.
