Starters are not in BUT it doesn't mean they won't get something in DLC. There seems to be a total of 8-9 Past/Future forms in the game and some legendries potentially held for later.

Charizard isnt in the base game but will be a transfer mon when home becomes compatible. Has nothing to do with DLC like some people have been saying. SWSH did the same thing.
