I don't remember much about the Kanto League (been a loooong time since I've watched that). But I do remember Gary doing pretty well in the Silver Conference league.
He was supposed to be a Paul ripoff, but Paul was lightning in a bottle. Trip was racist towards Ash for no real reason, and had a superiority complex that was never actually explored. Also like you said, it wasn’t like he had significant skill, in fact he commonly lost to basically every other trainer that wasn’t Ash until he finally lost to Ash.
The writers kind of just gave up on him after a while and replaced him with Stephan and Cameron. The Junior Cup was the first time we had seen him after a long absence and then we didn’t hear from him again until the League, to which he was immediately written off.
