It's an imperfect Battle Bond. A perfect Battle Bond is where a Pokemon will gain a power on par with Megavolution and its shape will change to look like the trainer that it has bonded. Look at Ash-Greninja for example. Iris' Haxorus never gained Iris' features in that battle so it is safe to assume that Haxorus' Battle Bond failed to manifest in its full power. Think of it as Ultra Instinct: Sign instead of Perfected Ultra Instinct

Battle Bond is a separate ability of the pokemon This is an ability of Iris and it works on any dragon type, not just Haxorus. It worked on Ashes dragonite.
It did its job, but Chomps DM is just that strong. Probably the strongest non-legendary, non-Z attack in the series.
