Dragonite, like Blastoise, most probably belonged to a different evolutionary line from Dratini and Dragonair originally. I think Dratini and Dragonair should have been water/dragon mons, a concept that was reused with kingdra.

Its a good move. Not as good as BB or even Drill Peck but it still does decent damage and breaks substitutes and does what it needs to do as STAB. Flying is a much better offensive type than dragon too.
