I've gotten 7 Articuno from GBL so far, I also got at least 7 Mewtwo last rotation at least that's all i kept without transfering right away.

Have they actually brought up the reward encounter rate? I remember them nerfing it to hell a couple months ago and I was really pissed because I usually got shinies from those like with Giratina and Zekrom
