Depends.
In Random battles, almost never more than 1, until partway through the battle, and I've either killed their spinner/defogger, or determined they don't have one.
Otherwise, I prefer 1 layer of spikes, and either Stealth Rock or Toxic Spikes.
Too many layers of spikes gets too inflexible, most of the time, I find.
The situation matters but 1 is really all you need

In competitive Pokemon, switching is a really strong strategy.
Hazards like spikes and stealth rock do damage to opponents when they switch.
Since a lot of switching happens, the damage builds up a lot.
