slimes are common monsters in RPG scenarios, walking piles of garbage aren't. Honestly Garbodor could have been a neat concept if he was like Spinda in the sense that each one of them is visually unique since they are made of random garbage

I can think of a dozen walking garbage monsters from both jrpg games and especially from tokusatsu and Kaiju series, yes literal trash like Garbodor, I'm not thinking of sludge like Hedorah. You just aren't really familiar with pokemon's main cultural inspirations.
