Change the nature of the Galar league to be more corrupt, Leon being a popular face for the league which hides what people like Chairman Rose are doing behind the scenes. Have the Gym Leaders serve as both representatives of the league in-turn being important figures in their respective cities and towns while also having varying levels of awareness about what's really going on in the league.

For a character like Milo he might be wholly unaware and just acts as a sort of more local face for the organization compared to Leon. Nessa and Raihan might have a mutual beneficial relationship with the league, using their position to influence their interests (Nessa's role in the fashion industry and Raihan being kept as a notably powerful trainer in Galar), Kabu and Opal might be aware but reluctant with Kabu going on simply out of some misguided honour or loyalty whereas Opal would actively be against the League but not in such a direct way as Piers, the latter who would only really be in the league because the uproar from Spikemuth would be too great. Bea/Allister could be an end result of Rose's goal with Bede showing how impressionable younger trainers can replace the previous leaders when they fall out of favour with the Chairman or the rest of the league. Gordie/Melony could be also aware with them using the influence of the league to gain favour for their otherwise remote and isolated settlement of Circhester.

Course this wouldn't happen in a mainline game given the nature of the plots Pokemon tells nowadays.
