For the former, it was when Bob and Barb met. They were awful parents individually and even worse together. Chris's life was off to a bad start before he was even conceived.
For the latter, it was when he found the internet, or more accurately, when the internet found him. He was never going to be normal even before then, but becoming a lolcow turned him from the village idiot into the global idiot.

It never really started for him, but it got far worse than it should have, because people are sadistic.

Bob and Barb refusing to get Chris professional help ensured that Chris would never be properly functional. But the trolling shit was the shit that pushed him from “doomed to be that weird dude who works as a walmart greeter and talks too much to customers” to whatever the fuck we got.
With early help Chris would have been a normalish but weird dude who has a group of weird friends and probably a weird gf who works retail or food service and goes to every convention.
