Pokemon is full of cartoon villains with no nuance beyond MAYBE a bad childhood who want to destroy the whole world because they feel like it, they're already that evil, it feels out of place when they're played more seriously though.

Personally agree, however sometimes the point is to play something similar but different, like a spin-off.

This, so much this. I don't touch em for all of these reasons. Romhacks are cringe, plain and simple. And why? Makers don't care about quality, or their quality is some mlp cod Pokémon mashup, it's annoying.
