Although I think they may have been trying to avoid making too many direct references to Hawaiian religion to avoid controversy. I assume that's why they changed "Kapu" to "Tapu" in the English translations.

GameFreak and TPCi don't want to risk giving Jynx any publicity after the controversy. That's also why it didn't get an evolution when Magmar and Electabuzz did in gen 4, and that says a lot when even Porygon got a new evolution during that.
