I don't get why people go Lighthouse -> Chuck -> Jasmine -> LoR/Rocket Hideout -> Pryce when LoR/RH -> Pryce -> Lighthouse -> Chuck -> Jasmine is much more natural and fluid.

Pokemon has never employed challenge or required the player to go in with a strategy beyond Brock in relation to what starter the player picks.

Because you get Fly from Chuck. Given all the back and forth you need to do in this section of the game, it's not surprising most consider Chuck first the optimal route.
