Unova, because NYC. Next would be Kalos, because France. After that, ScaVio's region because of Spain. Then would be Galar, because UK. Alola probably equal to Galar because of Hawaii. After that, West Kanto because of Osaka. East Kanto come close because of Tokyo. Hoenn and Sinnoh probably the most peaceful and bountiful regions in the Pokemon world. In Hisui, poverty is irrelevant, and crime was only committed by literally 3 bandit girls.

Kalos is the ONLY region with a homeless person.
As for crime, hard to say but I'd say Kanto/Johto as they were the only ones with a crime syndicate dedicated to, well, crime OR Unova as Team Plasma Black is still active the events of BW2 but we don’t know if they are actively doing anything or just retreated into the shadows to plot for vengeance.
Even after losing Giovanni to Red, they kept going for a while and TP is active for 2 games.
The other Teams were probably a lot younger and died with their plots.
Except Galaxy as they were a legitimate conservation/energy NPO before Cyrus.

I think people forget that Kanto had actual mafia with their hands in gym leader system, illegal Pokemon smuggling and gambling and if not that pesky 10yo kid with Charizard they would control Pokeball production too. Also their mooks actually KILLED Pokemon.
We can shit on Kanto for being Kanto, but Team Rocket was extremely successful organization.
