In RB, he has in his Champ team either:
>Venusaur, Arcanine, Gyarados
>Exeggutor, Charizard, Gyarados
>Exeggutor, Arcanine, Blastoise
as well as Pidgeot, Alakazam and Rhydon.

So maybe he just boxed the starter and rotated his team around.

I always wonder with trainers like this, why don't they challenge the league and become Champion?

They probably were champions once, but now they are old and they cant compete with all the fresh blood.

The games really need more trainers like this with well-balanced teams. As it is, the Gyms and Elite Four are just too easy because of their obsession with one typing.

They should focus more themes and just typing. Like giving Lance a Charizard and a Gyarados.

WTF is this shit? This is only gym 2. Some of these Pokémon were buffed, like Keckleon is normal/Ghost with Adaptability. Also level 28 Gym 2 LOL. The creator literally expects the player to hack in rare candies to nuzlocke this shit. This is vintage white BTW

You could honestly make that case for all of trainers inside victory road. They are trainers on their way to fight the league, but have to battle you because your eyes meet or whatever code of honor trainers respect when fighting each other.

This guy is found in challenger’s cave, a post game area, so you could argue he won and is furthering his training here. His team is stronger than the unovan elite when you, the player, first meet them so it’s not an unlikely headcannon

This is a game where only gen 1-3 Pokémon + Evolutions are aviable in the main story.

Gym Leaders/E4 based around strategies rather than types would probably work. You could still associate them with one or two types as well, like a Sunny Day Gym Leader who's known to be fond of Grass Pokemon.

All Colosseum/XD bosses are kino. Really wish GF would take a page from their book.
