There are both male and female Kitsune in Japanese folklore and in many cases they marry humans having hybrid offspring. Read more before taking your opinion for granted.
Regarding the transformation, it applies to both genders, they can be transformed into women to seduce or into monks or warriors to persuade, depending on the circumstances, but only females can become pregnant and only males can impregnate a woman.
