Oh fuck. They're motorcycles. I just noticed. I wasn't sure what the purpose of the huge chest shit was until I looked closer. The horns are handle bars, the violet one even has wind shield. Their tails are the backs of bike seats. They both have a second wheel further down their bodies, too (on the tail). These are Motorcycle Pokemon.
