It's more than feasible. Since the production is defined by the colonizers, the prices are also defined by them. Paying 50% of value is easy when you can fine tune the prices of the consumers' goods.
Basic food and housing is extremely cheap (think of prisoners' conditions), but to ensure the long term sustainability you must ensure that the population doesn't grow too fast. The reproduction control is a must.
And, of course, if you control the whole planet you don't need military (police is enough), politicians, welfare, science, technology (beyond what is required for mining resources).
The final state is a nice prisoner colony mining for resources.
