Swarm was one of the obligatory Bug themed abilities that was introduced in the same generation as when abilities first became a thing. Hence why Heracross knows Swarm despite not knowing many Bug moves

It should have got Magnificent horn ability that boosts accuracy of horn based moves

Why limit it to just Reversal for its Gen 3 era low HP, pinch berry strategy? Megahorn can join in on the fun too.

Even discounting that, not being fucked by Burn's attack lowering effects is pretty useful on a physical attacker.

Not being completely crippled by burn is valuable on a physical attacker.
For a playthrough you could also just go get intentionally poisoned by some shitmon's poison sting or something before a gym battle.
Getting 1.5x attack in exchange for a negligible drawback is very good on something can can shit out STAB moves with 120BP off of a 125 base attack stat.

For me its Endure + Reversal Salac

This brings back the memory where I got fucked by Emerald's salac flail heracross sets.

It literally has the most powerful Bug move.

There should have been an event Heracross with Sap Sipper as an ability
