Before Gen V, you could actually make a number of interesting arguments. Pikachu is native to Kanto (it can't be caught in Johto, only in the Safari Zone in Hoenn, only in the Trophy Garden in Sinnoh, can't be caught in Unova). A number of Gen I Pokémon can't normally be found in the wild in Gen I unless you count artificial habitats with rare and exotic Pokémon like the Safari Zone. For example, you can find wild Tauros, Farfetch'd, and Lickitung in Johto, but not in Kanto. Since you can't get Pokémon like Chansey, Pikachu, Clefairy, Jigglypuff (Japanese versions and HGSS), or Porygon in Johto, Blissey, Pichu, Cleffa, Igglybuff, and Porygon2 aren't Johto Pokémon. The first wild Togepi is found in Sinnoh. There's only one Sudowoodo in Johto, but Bonsly is in Sinnoh. Houndour, Slugma, and Murkrow are Kanto Pokémon that appeared 3 years later.

Nope. Dratini is native to Kanto. It was first discovered in the lake in the Safari Zone by a fisherman, and wasn’t one of the species artificially imported to the area like Tauros or Kangaskhan. This was all mentioned in the Pocket Monsters Zukan.
