A pokemon needing to be Water type just because it's aquatic was always a dumb idea. It's like making every pokemon that lives on land a Ground type.

Ground type is more than just living on land. It's the ability to manipulate earth, thrive in it, and possess various physical features that is consistent with the typing. Grapploct learns various Water type moves, thrives in water, is in the Water 1 egg group, and possesses various physical features that other Water types have as well. Your argument is invalid.

Psyduck cannot use its powers voluntarily. In Generation 1, the only Psychic type moves it could learn was Confusion, Amnesia, and Rest. A Pokemon that cannot effectively utilize its Psychic abilities is not a true Psychic type at all.

Octazooka is the only natural water-type move it learns and even that is locked beneath the move relearner system. Your own argument is invalid.

I legitimately believe they may have either wanted more aquatic life diversity or just straight up had too many water types in the game.

By this logic, Pincurchin should be Electric/Water for the same reasons Grapploct should be Fighting/Water
