There's no competitive multiplayer in PLA, so CHARIZARD didn't have to show up.
CHARIZARD would also resolve the plot just by existing because its mere presence would terrify Dialga, Palkia, Giratina, Volo and even Arceus into submission, as CHARIZARD is canonically the strongest Pokemon of all.
