Kingler is my boy but it is the definition of a mid mon. It's got enough tools in its arsenal (two great abilities, Wide Guard, Ally Switch, viable Gmax form) to be usable but it has a number of crippling weaknesses (middling Speed, paper thin Special bulk, mediocre movepool). If you really want it to succeed you need to support it a lot, but you could use any of the other myriad Pokemon that are actually good competitively and not require that much investment in those mons so compfags would rather just be more consistent and not use Pokemon like Kingler.

Kingler is a nuke but your overestimating it. Lower Attack aside, Feralgatr is better in every aspect

Kanto problem - it has so many Water-types available in game that there's no reason to pick mid-tier pick like Kingler besides just for the sake of it. It does not help that it's available on like one route where you need to specifically go back with better rod just to get it.

At least in Johto it's available surprisingly early if you know what you're doing - It's a rare old rod encounter in Cherrygroove City so you can get it pretty much right after defeating first gym. It's still kinda meh there but at least you don't need to fuck around in mid game just to get it.

And competitive viability... well who gives a shit about competitive. It sucks lol.

As for smogon crawdaunt is just better due to having a solid secondary stab and priority, and most smogon players would rather commit suicide than use a "suboptimal" pokemon.

Crawdaunt is better in every way.

Feralgatr as well.

Make a Gen 1 hack and replace its typing with Water/Normal. It can now one shot Chansey reliably

It's really not that good. It has barely anything to take advantage of its ability. Such is the fate of many physical Sheer Force mons.
It should get Ice Punch.

Unfortunately outclassed by Azu and Crawdaunt

Its hp is just too low to make use of its defense stat and its special defense is piss poor which just makes the low hp even more noticable.
And its one of those cursed pokemon with a odd body shape so gamefreak gives it a shitty movepool

It can be either desu, although the pulse ability facilitates special more.

It should get Ice Hammer.
