I think everyone who suggests types should be consolidated is in turn advocating for the presence of more background conditions and categories to differentiate certain moves and Pokemon. Basically, a reformatting of things that are already there. Super redundant.

The only chance they had to heavily tweak Rock and Ground was midway through Gen 1's development or Gen 2, but those timeframes passed a very long time ago and now the types are distinctive enough that a merger would do more harm than good.

In gen 1, rock types were actually made of rock (or fossils who were resurrected from rocks). Ground type just signified that the creature lives in rocky or sandy terrain

So, you need to create a separate Kaiju type if you want to combine Ground and Rock to Earth.
