Wait... why did Team Rocket steal the TM for Dig? This is a randomly distinct moment in RBY, with unique tilesets not used again. A weird amount of effort was put in for this, was Giovanni's plan to DIG somewhere?
Perhaps DIG a Tunnel into Cerulean Cave right nearby to get to Mewtwo?

the next time you see them they stole the dig tm
and the fact that the pokemon mansion is near the fossil restoration lab
there was def a change in development

yeah no one really ever questioned WHY fossils existed, they aren't exactly a common JRPG trope. The concept of 'old' Pokemon is kind of like "modified/experimented" and both are concepts Gen 1 kind of touches on but scraps

more of a fossil theming would contrast well with omega (a robot).
also it turns out the kabutops skellies around cinnabar were always meant to be there
and yet based on the grunt's pokemon they're effectively a poison team.

That was mostly a consequence of Poison being the proto Dark type. If Dark had existed in Gen 1, they'd use Dark types like all the other villainteams

They were trying to find another Mew fossil so they could make their own Mewtwo

That's why they were in Mt Moon looking for fossils
That's why they needed Dig to look in other areas
That's why they held Mr Fujii hostage, because he worked on the previous Mewtwo experiment
That's why they wanted the Master Ball from Silph, so they could catch the escaped Mewtwo when they learned from Fujii that it was still out there

The boss Giovanni uses Ground types to keep his Poison type Grunts in line.
In the games not reeeeallly they are a weird amalgamation of Normal/Poison/Dark, the TCG does a MUCH better job representing this change

We actually see modern legendaries give up to their titles though, Mewtwo is just a lab experiment, and the birds are just some rare and stronger than average but otherwise unremarkable birds.

yes they are simple criminals, but there really was a Story to Gen 1 - at least there was at one point. Team Rocket has obvious deeper lore (Mewtwo stuff) that was intended but frankly dropped the ball in the final build.
I'm super interested in thinking about what that Story they wanted to tell was. The intentions behind the games various scenarios make more sense this way

They just didn't want a bunch of story in the actual final game.
GSC are similar, minimal story barring a couple of big events.
And then gen 3 kickstart the generic jrpg shit that's been reused almost every gen.
