It didn't fail though? He alone has more depth and lore than most Pokemon out there, of course because Gen 5's worldbuilding is unmatched.
People like it so much its regional form is PLA's mascot, a game set in past Sinnoh (Gen 4).

Gen 6's only point was to turn the franchise to 3D and it succeeded. The franchise hasn't moved back to 2D since.
Whatever gen 5 attempted, it did not stick around. Therefore it is a failure

It failed because of team preview. Get rid of team preview and Zoroark is the best pokemon in the game, and actually fun and cool to use.
